Formulas Not Calculating

I'm having an issue where even simple formulas such as =2/5 aren't calculating. I do have the workbook set to calculate formulas manually, but when I click either Calculate Sheet or Calculate Now; the formula still doesn't calculate. The cell is formatted as percentage. "Sometimes" the formula will calculate if I click inside the formula bar and press Enter.

Thoughts?

Unsure but maybe, go to the Formulas tab, and make sure "Show Formulas" isn't selected.
