Formula for listing a cell's contents as long as two adjacent cells meet the criteria

First time poster. the final formula (I hope) for a work project is really stumping me. I need it to display the contents of a cell on a different sheet as long as 2 adjacent cells match specific criteria, it is causing me alot of headache to work out

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
That's odd. It works on my end...

I'm not familiar with parsing errors. I would suggest starting a new thread for "Formula Parse Error" and reference this thread.
