Feet and inches to decimals

Hi,
Please forgive me if I'm not doing this correctly.😬

Months ago I came across an old thread that solved my original problem . Love it.

I used the formula =SUBSTITUTE(A1,".","'-")&"""" to represent 11.6 as 11'6". per the thread

As a construction worker the above formula is super awesome to use for quick data input for field meetings. I find myself needing to convert to decimals at times. Is there a way to take that easy representation of 11'6" and turn into a decimal into column C for when I'm referencing topographic points on a survey. It would be 1 divided into 12 = .08333. <---This representing 1"

I would greatly appreciate some help.

Not quite sure what you mean by this. As long as anything less than 10 inches is enter like 0.01 then everything should be ok.
Probably my explaining for sure. Ill try again
If I DO enter 10" (say 11.10 it comes up 1"instead of 10"(row4) . DOLLARDE formula sees it as 1" and 10" though 1/12=.0833 10/12=.833
