Excel vba help

On my home computer, I'm running Windows 7 and Office 2010 and at work we have Windows 10 and Office 2013. I wrote a user form on my home computer that opens as soon as the workbook is opened. Here's the problem, while the userform is opened I'm still able to open other workbooks on my home computer but I can't do this at work.
1. Why can't I open other workbooks when the userform is opened?
2. Why can't I open visual basic to edit my code at work. Yes the developer tab is visible.
