Excel to HTML

Is it possible to convert a simple user input excel file to HTML and it still be functional? I have tried the "save as" option and it looks great but is not functional. In my example, columns A & B are user input and the remaining are resulting output. Thanks for any help!

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
