I was just wondering what might have happen. Previously on another computer I was able to view some Japanese characters on a CSV file. After changing to another PC those characters could not be viewed. I installed MS Language Pack (SP3) tried all sorts of ways but no luck on solving this problem. The funny thing is it only happens to certain file while others don't seem to be a problem in viewing Japanese characters.
Any idea on solving this problem?
