Excel 2013 Macro enabled workbooks either crash on SAVE or close themselves after Windows Update on some macro enabled files

About 2 weeks ago we started getting complaints of not being able to open or save macro enabled workbooks created before a Cumulative Windows Update.

These workbooks had all worked with no issue for several years up until one of the recent Windows Updates. I can get some of them to open with the "Enable Content" button showing, but you can't even add a new sheet without the workbook immediately closing itself. One of them I can get to stay open, but will not save anything. It immediately closes itself when I go to save.

I believe I've narrowed it down to being KBB4480973 because that is one that was installed the day it stopped working, and I can run the tools just fine on my Windows v1803 that doesn't have this update. but I can't find any issues with this update online. (I can create a new workbook with macros and run it with no problem, but some of the old ones have stopped working as designed.)
