As I had said before, I'm used to vbulletin and its admin gui for changing templates and so on, and I've seen the demo for the phpbb admin and remembered seeing something similar, eitherway, php isn't that hard to modifiy...
As for high volume situations, and I'll put this out again, and good web admin knows that the site MUST change, and in the case of a high-volume site, this cannot be done directly in the production envirmoment as to avoid shocking users and potentially causing problems, for this, a dummy board or copy should be setup on the server for all testing purposes before anything is placed in production.
