Drop-Down and IF Statement Data Validation in one cell

Hi everyone,

Here's my problem.
The objective is for people to only be able to touch a cell if a condition is met and they have to select from a list.

Example: people using this excel will only be able to write in cell C2 and choose from a drop-down if B2 = "lalala".
I thought about doing it with Data Validation but with no luck. Is is possible to do it this way or is there someway around it?


I'd gladly appreciate any help you can give me.

I mean your file works perfect but when I try to replicate it, it just doesn't work.
I'm sorry if I'm not being clear enough.
This is what I've tested out.

I don't see a problem in those screenshots. What is different here than what you are expecting to happen?

If it works exactly like you want it to work in my file, but it does not work in your file, I can't tell you what's wrong without being able to inspect your file.
