How do I disable alt-f11 to prevent users accessing vba editing

Disabling Alt -F11 is not going to prevent users accessing VBA editing, I never access vba that way , I have the developer tab enabled and get there that way, this is a user option and not under your control.
If you want to protect your Vba project you can password protect it, which will stop users editing it.
