I have not been able to get this to give me the desired result which should be

Can somebody please tell me what's wrong with my formula?

Just for the information for those who may get to this page to find solutions to a problem similar to mine, I am posting my formula as well which is essentially Matty's formula but tweaked to suit my needs.
