Is it easy enough to change a format of W/E 17.02.2013 into a recognised date.

In excel i would do a replace then a text to columns - do i do that in the raw data prior to powerpivot or can i add a calculated column in some way

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
DD.MM.YYYY is a valid german date format. If your data come from a csv file, you can click on the Advanced button in the import wizard, and select the appropriate locale.
