Creating Header and Detail records from a single row

I have a file with PO Header and PO Detail information on the same row. The subsequent row may have the same header but different detail information.

I wish to create a sheet with the format

Row 1 - Header (Original Row 1)
Row 2 - Detail (Original row 1)
Row 3 - Detail (Original row 2) Header information is the same as header 1 therefore ignored
Row 4 - Header (Original Row 2)
Row 5 - Detail (Original row 2)

Can anyone suggest a way that this can be created
