If you're concerned about bloat, then you can set Compact On Close property, but I prefer to compact only if the db reaches a certain size. This is determined when the routine to close the db is called. However, I see no reason why what I've already proposed doesn't do what you want. If the changes are incremental, it's handled. If the changes are differential in nature (you don't want to lose edited records either) it's handled. AFAIC, there would be no speed or network traffic advantages to be gained by updating the back end as opposed to replacing the whole back end (you did split it, yes?). It is far simpler to replace it every 10 minutes if that's what you need.

Edit: wondering what this is for? You don't seem to use it after it is set.
retval = 0

Excel Facts

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
It is far simpler to replace it every 10 minutes if that's what you need.
I would consider copying an access database while actively in use uncharted waters. What if you are copying data while someone else is in the middle of an update/delete/insert operation? I guess it might be better than nothing but not really a guarantee of anything.
