CPU Throttled to 0% when Multiple Excel Instances Running at the Same Time

When multiple (separated) Excel instances are calculating at the same time, as soon as the total CPU usage gets close to 100%, the CPU will all of sudden limit its capacity to 0%. Practically the computer comes to a halt.

I tried it on multiple computers with different hardware configurations, and most of them have the same problem, especially on PCs with Windows 10.

Has anyone else experienced this problem? Is there any solution to it?

64 bit Office.
You misunderstood me. I meant when CPU gets to 100%, it will drops to 0% (i.e. computer almost stops).
