Copying data from a sheet and placing it in a list format without copying the "ingredients" twice.

I am working on a project that requires data from sheet1 to sheet2, where the data in sheet one has 3 subcategories. Each category is labeled under a number in column A which is in turn the heading in each column in the list. I have attached a link to a sample picture of sheet1 and sheet2.
This is the first sheet, with the ingredient which can contain numbers and letters and the material number which is integers and dashes.

I highlighted the data to show that for each number header in column A a separate heading is created in sheet2 with the ingredient percentages(red/green highlight) are listed underneath corresponding to the correct ingredients. There needs to be a comparison between the ingredients each time to make sure they are not duplicated( If an ingredient has already been listed then I would like that the percentage for the new one to be in the same row, but under the correct header).
