Converting Zulu to Pacific time

I have this Excel Spreadsheet that I have to submit everyday at work. The only thing I can't figure out is how to convert the zulu times into Hawaii time. Can someone please help me with a formula? Below is what I need it to look like. I can't take the zulu day out, I need the formula to recogonize the date. Thanks!!

What does the 174 in 174/2000 denote?

I guessed it was the number of days since the beginning of the year. The other bit is the 24 hour time with the ":" removed.
