Conditional VLOOKUP

I have a table that list part numbers and date ranges. Each part number has several date ranges associated with phases of a project.

I have a larger spreadsheet with cost data associated with the part numbers and am trying to add a column for each phase. So, if the date of the expenditure is with in a range related to a particular phase, I want to populate that row with the correct phase name.

I think I can use the VLOOKUP, but can't figure out how to place in the criteria relative to the date range.

Any suggestions?

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
