Conditional Formatting - Using "is not blank"

Apologies if this has already been answered but searching through the posts takes a long time when people aren't descriptive with the subject line...

I want to conditionally format a cell based on the cell next to it being not blank.
I'm sure this should be easy but I couldn't find it in the Help anywhere..

Thank you...if I want this replicated for cells M4:O99 where the condition for each row must have three values...what is the adjustment?

Using your formula works great...if I input applies to =$M$4:$O$99 it wont work on line 9 if line 4 is not filled in yet

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.

What adjustment is needed to have this apply to all rows without a dependency on the prior rows being filled in? I.e...The user may fill out row 9 before row 4...the condition still must apply where all three columns must have LEN>0

I also have a problem I have tried all of the above but to no avail. On my spread sheet I want to change the colour of the row when cell D2 has text in
