Conditional formatting =IsFormula will not format cells

I have a conditional formatting rule in my excel spreadsheet that says: =ISFORMULA(A1) and it will not format cells with a formula. Does anyone know why this would be happening?

I even tried opening a blank excel worksheet and putting random numbers and formulas in cells and then added the =ISFORMULA(A1) conditional format and it won't format cells with formulas so I know it isn't just my original spreadsheet.

Please help!
 
I am using Excel 2013. I went ahead and cleared rules from the entire sheet and added the =isformula rule over again and it didn't help. Is there another way to check for conditional formats that may be in use that I don't realize? Also my rule set-up matches the above example exactly and it is not highlighting the formula cells at all.

I am wrestling with this same issue. One thing I noticed was that if I manually recalculate the sheet (shift-F9) and then scroll down and back up (pgdown + pgup) then the colors magically appear. I have restarted my computer a few times and tweaked formulas and can still reproduce the issue.

On a side note, I could only get it to work when applying the rule to an absolute cell range ie (Applies to: =$A1:$Z1048576, NOT $1:$1048576)

Excel Facts

I tried your suggestions and I am still having trouble. I have a simple formula in cell L1 & L2 that says =J1*K1 and =J2*K2. Then when I go to the Conditional Formatting Rules Manager it says:

Rule: Format Applies to
Formula: =IsFormula(A1) AaBbCcYyZz =$A$1:$L$2

Does anything jump out at you as being incorrect?
