Conditional Formatting Based On Another column

I want column A values to be red text if column C has -2.45 or any other - in front of a number in Column C

Click the italics "fx" icon to the left of the formula bar to open the Functions Arguments dialog. Help is displayed for each argument.
So, for each row, you want column A highlighted red if the corresponding value in column C is negative?
If so, one way is to select column A and use the following Conditional Formatting formula:

=$C1 < 0
and choose the red formatting color.
