Completion at Year End Formula

Hi - I need a formula that will show me a projection's percentage complete at year end. Every formula I find only shows completion through today.
 
Well I wasn't expecting it to be this complicated until I plugged in the initial formula and these issues appeared. Thanks for your help.

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).

Many times people get in trouble when they try to "oversimplify" things, and then they get replies that answer the exact question that they posted here, but does not work for them in reality because their situation is more complex than the simple example. So I usually tell people not to oversimplify things for our sake. Try to post your question as it really pertains to you in your environment.
