Combine text and date in a cell

I want to write a formula and function which includes text and date as a desired result shown below in bold

Desired Result

Total Expenditures as of December 31, 2017 $100,000


The expenditures are keyed in a different sheet
Monthly Expenditures
Column A column B

September 31, 2017 $25,000
October 30, 2017 $25,000
November 31,2017 $25,000
December 31,2017 $25,000
January 31, 2018 0
February 28, 2018 0
March 31, 2018 0

Total Expenditures $100,000

Will you please provide a screenshot of you data in Column A and Column B? I don't quite clear about which part of "September 31, 2017 $25,000" is in column A.

You can try something like this:
="Total Expenditure as of " & TEXT(A4,"mmmm dd, yyyy")
