Combine multiple Excel files into 1 then refresh the query

Hi everyone,
I have been having a really hard time to figure out what I am missing.

The goal:
I have need to allow multiple business to fill out an Excel sheet privately then have that data flow into a single master sheet that I maintain. This is to overcome the constant copying and pasting all of the new data. The solution I have is the create multiple files using Office 365 that the business update themselves. Then combine the data using Power Query.

The Problem:
I am struggling to get the updated data from the source sheets to update into the master sheet via Refresh. One problem, is if any of the source files are Open, the query will not run. Does anyone have a solution for this or a different way I can achieve multiple users contribute data privately to a master sheet?
