Cell Formatting, should be simple

Hello All,

I have a spreadsheet where the time data exported in a general format, i just want to change it to a time format of hh:mm:ss, but when i format the cell it says it changed but then formulas do not work on the cell. I have never had a problem doing this before but for some reason cell formatting is not doing anything. I was attempting to simply convert the cell values to time and sum the times together. It has always worked in the past but for some reason these cells are not formatting correctly. Any thoughts??
 
currently directly to excel but in the future i can export to a rich text format file then import data into excel that ought to work out better.
