Cartesian Join in Access - Query

Folks I am a DB2 Person and currently I have to do some work in ACCESS.
I need to do a Cartesian Join where two tables are not related. One of the tables will always only have one row with attributes of: Start Date and End Date.
I am having a lot of problems trying to get a cartesian join to work. :confused:

Any suggestions would be appreciated.
