Can someone tell me what is wrong with my formula

Here is the formula that i trying to make but i cant figure it out. The cells are ar4 and ar5 these number change when i run my formula. In the formula that i am creating goes in ar6. here is the formula.
=if(ar5<=then,32,40)
the second = is for less then or equal to

My analysis correct me if I am wrong:

1. If any value in [AR4] will be less than 32 then automatically [AR6] is equal to 0.
2. If [AR4] is not less than 32 then check if [AR5] is greater than or equal to 40, if so then [AR6] is equal to whatever the value of [AR5].
3. If the value of [AR4] is in between 32 and 40 (from 32 to 39) and the value of [AR5] is less than 40 then [AR6] is equal to [AR4].
4. If the value of [AR4] is greater than 40 and [AR5] is less than 40 then the value of [AR6] is equal to 0.

I hope this what carrguy01 is looking for.

Thnaks Bebo i think your forumula will work!! IF i did not get a circuliar reference warning. Is there a way to by pass this?
