Is there a way to automatically update axis bounds when new data is added to the chart?

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
Put the data in an Excel Table (List Object). Home>Styles>Format as Table.

Thank you, but how can I decide what I want the bounds to be for the vertical and horizontal axes.

Let Excel choose for you. As you add data, Excel will expand both axes to include it.
