Annoying clipboard error

I searched for an answer on this but as common as the error seems to be didn't find one.

Dragging data from one cell to another returns "There's a problem with your clipboard but you may still paste your content within this worksheet."

It makes no difference what size the worksheet is or what kind of data I'm trying to move. I looked everywhere for an answer but all I find is a lot of frustrated users with a laundry list of fixes that haven't worked.

Excel 2016
Windows 10 Home
active add-ins
Skype not in use
windows phone stuff not in use

Excel Facts

Shade all formula cells
To shade all formula cells: Home, Find & Select, Formulas to select all formulas. Then apply a light fill color.
This is not really a "Real" error, Microsoft say this only affects if you want to cross paste to word etc, they also say this will only occur once during the use of the application.

They also say they have no plans to remove this warning
