offset formula

Hi, Need the formula to offset and find the lastest (last updated) time by User1 in G1 & User2 in G3. For now it is 6:30:42 for user1 and 6:32:00 for user2...but as the data get updated frequently i want to know how to make the cell value always show the last updatedtime by each user...
