Interrupted Transpose

Hi

Suppose that we have two columns including a million rows like this:

Is there any formula to make another arranged table? like this pic:

Any help would be appreciated

I've not looked at the images, but Transpose would normally do up down to left right, in which case, 1 million rows will not fit in 16 thousand columns
