Find Max Value With 1 Criteria (No Array)

See table below. I need to return the max value of Column B (week) if Column A (year) contains a value (such as 2011). This also needs to be accomplished without using an array. Any help would be greatly appreciated.

2011 1
2010 1
2012 1
2011 2
2010 2

2012 3

Sorry, the weeks probably wouldn't be in ascending order. Any other thoughts?
