Grouping Excel Worksheet Based on WBS Column

I am trying to write a macro to group my project schedule in Excel based on the number of periods in the WBS column. This is not working, but I feel as though I am close.

Dim WorkRng As Range
Rows.ClearOutline

xTitleId = "Grouping"
Set WorkRng = Application.Selection
