Conditional Formatting and Formula

Hello, I have data in two tables, and I need to apply conditional formatting where the data matches and where it differs. For example:

if I have a business that has 2 general managers and 3 assistant managers (table 1 - this data will change), and they should have 1 general manager and 5 assistant managers (table 2- this data will stay the same), I would like the number in table 1 to show red for example for the general manager, as there are too many, and assistant manager to go orange, as there are not enough.

Use AND(test, test, test, test) or OR(test, test, test, ...) as the logical_test argument of IF.
how would you tell excel that there are to many or to few
or is the number always 1 general manager and always 5 assistant managers
you can use a countif()
but without knowing more detail of how the data is setup difficult to help

=countif(range , "general manager")
and use in conditional formatting
=countif(range , "general manager")>1
greater than 1

and

=countif(range , "assistant manager")<>5
does not equal 5
