Group Data into Piles

Hi guys,

I have set of Data which contains 91 lines, I want to group them into 6 groups but I only want 2 items from the same category to go into each group. Can someone help me archive this?

If there are 13 items in each category and the maximum you can take from each category is 2, then 6 groups will handle 12 total items from any one category... what is supposed to happen to the 13th item in each category which cannot be fit into one of the 6 groups?

Well, what I'm trying to achieve is not more than 2 items from the same category in one group, it can have more than 6 group, in this example, it can have the 7th group.

What you see above is all posible out come in a in a league which has 14 teams if they play each other, I want all this outcomes into 6 groups but on each group one team should only be playing twice..
