Time Space Diagram for Signal Timing

I am would like to create a time space diagram in excel so I can show how signal timing would work for vehicle and bike progression speed respectively.
You can see below what I would like to be able to graph, not sure how to actually do this would be cool if someone could explain how.

You could do a very basic version of this using a simple combination chart, with some data series shown as stacked bars, and some as lines.

Looks like you will need 6 data series for the lights - one for each of the 5 light colour combinations, plus a 6th for the bottom red.

And then maybe 3 or 4 data series for the lines.

I'm assuming you don't need the grey / white shading, but you could probably do that too, by having a 2 or 3 data series shown as area charts.
