y-axis value is zero but displaying $.M

This is probably very simple, but I can't figure it out. My y-axis minimum is set at 0.0. It should display as $0. M. However, it displays as $. M. How can I get it to display the zero?

Can you show us the number formatting?

And how are the data cells formatted?

With a format like this it should show the 0 in front:
