xlsx character encoding issue on amazon file

Im download an XLSm file ( from amazon ) all the french characters are garbled.

Im not sure what to do do fix the issue. My on 16.82 excel mac but also have access to windows up to date excel ( which has the same issue when i open the file ).

I have tried:

get data power query > browsed to the file but can see any options to change encoding
get data > text which doesnt seem to work on xlsx files
cant open in text editor or it xlsm

I cant get the file in a different format.

Any ideas ?

Amazon say this is just how it is

"Please know that there is not a path or action or a different download that avoid this fact in an excel file. Also, consider that this is a 'change' or computer linguistic factor from the excel file itself, not the download or amazon's platform. We cannot change excel systems or internal languages."

Is it possible that the file is at fault and there is nothing can can be done other than to fix them manually ?
