X,Y,Z Match and Lookup

Trying to figure out a formula that would look at data in two different cells and use that data to locate the cell input out of a grid. Here is the grid as built today:

The hope is for the formula to look at cell V540 (Project Feeds = 8) and locate in the Feeds column (8 = I542) and then look at cell S540 (Project Run Length = 10,000) and locate in the Run Length Row (L537). With those two responses, formula to find the cross section of Feeds and Run Length and select Running Speed, which for this sample would be 3,000. Is this possible and if so, please point in the correct direction of writing this formula. I have no idea how to begin this one.

The grid continues but hopefully this will work okay. Sorry about breaking the rules, I should have reviewed before asking.

Did not work either - I will try again to download one of the tools. Network issues will not allow at this time.
