Worksheet Not Scrolling With Vertical Scroll Bar

Hi There. I have a very annoying problem. When I scroll in a worksheet with the vertical scroll bar, the worksheet contents do not move with the bar. Once I release the mouse click from the vertical scroll bar, the worksheet jumps to that position. I would like the worksheet to move with the scroll bar (so I can scroll through multiple rows while viewing the changing screen). I think it's a setting somewhere but I am not sure where. I have already reinstalled Office but it did not solve the problem.

Any help would be greatly appreciated! This problem is also occurring in Office but does not occur in IE or Firefox or Windows Explorer windows.
