Workbook Opened in Read Only Missing Data

Hello! I have a workbook that's shared using the old legacy sharing feature so that multiple users can make changes at the same time. (I'm aware that there are new and better ways of sharing workbooks, but I haven't been able to get the owner of the workbook to change the sharing method.) Any users who don't need to make changes use Read Only mode to access the workbook. Recently we've been finding that the Read Only copy hasn't been updated with the latest data in the workbook, despite the workbook being saved before the Read Only copy was opened. This wasn't an issue two weeks ago, and nothing major has changed. Any thoughts on what could be causing this issue or how to resolve it?
