Why would ctrl+shift+enter select top row instead of set up array formula?

I feel like this is a stupid question but I can't figure it out. I am using whatever excel (downloaded version) comes with office365. I wrote a new array formula and had this problem. I went to an existing array formula, clicked on it (no modifications) and same problem. I opened another excel workbook and tried a array formula, same. All after restarting excel and computer. Any advise is appreciated.

Workdays for a market open Mon, Wed, Friday?
Yes! Use "0101011" for the weekend argument in NETWORKDAYS.INTL or WORKDAY.INTL. The 7 digits start on Monday. 1 means it is a weekend.
With 365 you no longer need to use Ctrl Shift Enter
