Why won't my formula update??

Hi,

I'm creating a sheet that ranks vendors by cost. I have a table below the cost/ranking table where I want to display the preferred carrier name.

I'm using index and match in this formula, but it isn't updating as filters are adjusted.
For example:
If the Equip Type is filtered to "B", the preferred contact is displaying as "M" in that table. This is correct, M is the highest ranked vendor for this example. But, if you filter specialty to "YES", the preferred contract is displayed as "D". D isn't an option under these filters and the highest ranking should still be for M.

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
I can't look at your example from work but on first consideration, I suspect you are getting a skewed result because index/match doesn't just look at filtered.
