why does the rows remove from pivot table after auto refresh

i have a data set and have created two pivot table

both pivot tables are correct and when using the get pivot formula there are no issues.

when I add data to the data set and click refresh there are no problems and the table with the get pivot formula all update.

however when I remove things from the dataset and then click the auto refresh, the first pivot table works fine but the second pivot table removes the rows from the pivot table and collapses.

when you go back to the pivot table option list you can see the years and qrtrs removed from the rows sections
