Why Am I getting too many arguments for function

Hi,

I feel like I've rewritten and modified this formula over and over again, but can't figure out where I'm missing something. I'm getting a "too many arguments for this function" error for the following nested if:

Thought a second set of eyes might help. Anyone have any ideas where the error is?
