Where is the "start import at row" option in Excel 2019?

I'm trying to import some text from a CSV file, but I don't want to include the headers, which the CSV file contains. I've been told on a previous thread I posted that there's a "start import at row" option where you can select the topmost row to import. That thread seems to have died a few days ago, so that's why I'm starting this new one. Anyway, I can't seem to find the option in Excel 2019 on the Query Editor menu (the menu that opens after clicking "Transform Data" on the popup window that opens after selecting the file to import). Here's a screenshot of the "Transform Data" menu where I'd imagine this feature would be located.

Do any of you know where I can access this feature in Excel 2019? I want to import the data but without the headers, and I DON'T want to transfer the special formatting of the headers to any of the rows in the text.
