Where is the Menu Editor?

The subject says it all really. I want to add some items to a menu, and I thought there was a Menu Editor option somwhere, but I can't find it, even with VBA open. Can anybody help me please?

There is no menu editor in VBA. (which would be the reason you can't find it) It would definitely be a nice thing to have, like in VC++.
