When building an HTML file from an excel sheet, the HTML displays with quotation marks at the beginning and end

As stated above, I am using a spread sheet to create an HTML file but the file displays with quotation marks at the beginning and end. Please let me know what I can do to remove these. I am using the formula to make over 80,000 separate HTML files and deleting these separately would take a lifetime. Photos attached for reference.

How do you create the html text, from the above cell content?
Also "inspect" the web page to determine if those unwanted characters are supplied by you (that is the upper quotation mark is after your <div id="newdescr">) or are part of the container where you insert your description.
Is a sample page accessible on internet? Which is its url?
