When a small number is ranked greater

I am trying to do an excel spreadsheet and in my case we are doing a study of per capita income in different regions. 1 is of course best. 3141 is worst. However, excel wants to make the best ranking ( 1 ) flat and it makes it appear that it is not the best ranking. I also neeed to know how to do a percent of how much better one is than another. Thanks in advance.

Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.

RANK function has a 3rd argument, if you make that any non-zero value then the ranking goes from low to high, e.g. to rank R1:R100 data low to high use this formula in row 1 copied down

=RANK(R1,R$1:R$100,1)
