What does =" mean

I have a spreadsheet where the column headers are in row 2. Several of the headers have =" preceding the header. For example ="Question is I one column. The =" is only visible in the formula window. The cell itself displays the header followed by a number. I was told the number is the number of non-blank cells in the column. This doesn't seem true because one column has the number 25 when there are actually 27 non-blank cells, plus the header.

Can anyone tell me what the =" does?

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
Does it end in " too? If so, it could mean that there is a calculation in the cell. Can you paste an entire cells details?

I don't seem to b able to paste an image of the cell. The formula window reads:

The cell displays:

Question

What happens if you increase the height of the formula bar by dragging down it's bottom border?

That is it! When I drag the formula bar down I get:

="Question&COUNTA(N7:N998)

Now I understand, it is counting non-blank cells between row 7 and row 998.
